Regulators, government and/or other relevant bodies periodically open consultations on matters related to the Armed Forces. Cobseo encourages the Membership to submit responses to these consultations. Where appropriate, the Cobseo office may look to collate a military charity sector response and these details will be found below.
Below lists the consultations currently open and those that the Cobseo Governance Support team have collated previously on behalf of the Membership.
Scottish Charity Law
This consultation, launched 07 January 2019, is set to investigate potential improvements to the statutory charity regulation framework in Scotland, in light of proposals put forward by the Scottish Charity Regulator (OSCR).
The consultation document can be found here. Members with substantial comments are encouraged to respond directly to the Scottish Government by 01 April 2019 – see page 5 of the consultation document. Those with specific comments are welcomed to respond to Cobseo who will collate a cumulative response for the sector – please email firstname.lastname@example.org by 25 March 2019.
Charity Tax Commission tax arrangements
The independent Charity Tax Commission undertook the first extensive review in over 20 years of the tax arrangements for charities. Cobseo collated the responses to a call for comments from Member organisations on the tax burdens they encountered and suggestions for improvements. These responses were forwarded on behalf of members in a formal submission of evidence to the Commission on 6th July 2018.

Cobseo Governance Practices Aide Memoire
Having launched at the Cobseo AGM earlier this year, a consultation on the Aide Memoire and supporting Information Note on Governance Practices opened for all Members to feedback on their usefulness and clarity.
