Veterans Outreach Support – Portfolio Manager

Location: Portsmouth, Hybrid – Portsmouth, with travel across the southeast
Salary: c. £35,000

We are working in partnership with Veterans Outreach Support (VOS), a UK registered charity that offers welfare, wellbeing, mental health and substance misuse recovery support and services to veterans of the UK Armed Forces and the Merchant Navy, and their partners, in Portsmouth, Hampshire, and the Isle of Wight. The charity is also the lead organisation for the ‘Partnership in Mind’ (PIM) portfolio, which is part of the Armed Forces Covenant Fund Trust (AFCFT) ‘Veterans Places, Pathways and People’ programme (VPPP). The PIM portfolio will meet the aims of the VPPP through the provision of a network of service providers across the Op Courage South-East England region, linked by the common goal of improving the lives of veterans in need. The portfolio will be an inclusive, collaborative network of places and people that can deliver safe, supportive veterans’ services, enabled by clear pathways to wider and specialist sources of support, both within and outside of the portfolio, with a focus on collaboration, coordination, and a common picture of veterans’ needs.

They are now seeking Portfolio Manager, who will have responsibility for the delivery of the VPPP ‘Partnership in Mind’ portfolio, bringing together a diverse portfolio of projects across a wide geographical area, enabling the delivery of individual project benefits and assuring VPPP programme strategic outcomes. The postholder will be a member of the VOS management team and will deputise for the Programme Director (VOS CEO) in matters related to the delivery of the portfolio as required.

The successful candidate must be able to demonstrate:

  • Highly skilled in the management of portfolios and/or programmes
  • Strong understanding of governance, planning and execution for complex projects, with experience in multi-agency working across geographical and thematic boundaries
  • Professional qualifications, at practitioner level, in Managing Successful Programmes (MSP), and Management of Risk (MoR), or equivalent qualifications or experience
  • Excellent IT skills, including use of MS Office software suite and relevant databases
  • Experience in budget and financial management skills, ideally with experience in grant management (payments, reporting)
  • Ability to build strong relationships at all levels and communicate progress against planned key activities, outcomes, and milestones

We are seeking an individual with excellent communication skills, comfortable in frontline delivery and in the boardroom with charity trustees and senior programme officials. The ability to be flexible and responsive, work on their own initiative and with minimal supervision to meet targets and deadlines within agreed timescales is essential. Ability to travel, with access to a car, to projects across the SE region of the UK will also be expected.
